The planned work covers stablecoin issuance, transfer, and redemption functions using the Visa Stablecoin Platform. The companies also intend to examine card-payment settlement, business-to-business and business-to-consumer payments, and AI-assisted payment models.

This is a proof-of-concept and service-design program. Neither company announced a live won stablecoin, a public wallet, a customer launch date, a supported blockchain, or regulatory approval for a new payment product. Those missing details determine whether the work can move from an institutional test into everyday payments.

1. The agreement joins a Korean financial group to Visa's enterprise platform

Visa introduced the Visa Stablecoin Platform on July 16, 2026, as an enterprise environment for institutions that want to mint, move, manage, and redeem stablecoins. Visa said the platform combines stablecoin access with wallet infrastructure and its existing network, risk, and fraud capabilities.

Shinhan's announcement makes that platform the technical starting point for the new Korean tests. The parties plan to design a model suited to the country's financial environment rather than simply importing an existing consumer product.

That distinction matters. A global platform can provide common wallet and movement tools, but a Korean service would still need locally valid rules for the issuer, reserve assets, redemption, customer identification, transaction monitoring, data handling, accounting, and consumer protection.

Shinhan Bank, Shinhan Card, and Jeju Bank are expected to participate through their respective banking and payments roles. Their involvement can help the test cover more than a single blockchain transfer, but it does not mean their customers can use stablecoins today.

2. Issuance, transfer, and redemption form one operating cycle

The announced scope includes three linked functions:

The participants will need to decide what happens when a bank transfer is delayed, a blockchain transaction is reorganized, screening stops a payment, a wallet is compromised, redemption liquidity is unavailable, or one system records completion before another.

Visa's platform can coordinate technical capabilities, but it does not by itself select the legal issuer, guarantee a peg, insure a balance, or define who bears a loss. Those responsibilities must be established in the eventual product and regulatory structure.

3. Card settlement is different from paying a merchant directly onchain

Shinhan and Visa said they will test stablecoin use in financial services including card-payment settlement. That wording points to the movement of funds between financial institutions after a card transaction, not necessarily a consumer sending a stablecoin directly to a shop.

  1. a customer initiates an approved payment
  2. the card and fraud systems authorize or decline it
  3. clearing determines the obligations between participants
  4. a stablecoin or conventional bank rail settles the eligible obligation
  5. records reconcile and exceptions move to a controlled review process

Using an onchain asset at step four does not remove chargebacks, refunds, sanctions controls, fraud review, or customer-support obligations. It also does not prove that every card payment will settle onchain.

4. B2B payments may be the clearest early use case

The agreement includes business-to-business and business-to-consumer payment models. B2B flows are a practical testing ground because companies regularly manage treasury transfers, supplier payments, reconciliation, and settlement across different operating hours.

A controlled stablecoin process could make funds available outside bank cut-off times and attach structured references to transfers. The benefit is not automatic, however. Businesses still need reliable redemption, accounting integration, access controls, approval workflows, liquidity, and a defined legal claim on the stablecoin's reserves.

Cross-border use would add foreign-exchange pricing, local payout partners, capital rules, and multiple jurisdictions' compliance requirements. The announcement does not confirm a cross-border corridor, currency pair, transaction limit, or commercial pricing.

The safest interpretation is that Shinhan and Visa are testing the operating model before choosing which payment flows are ready for customers.

5. AI can assist payments, but it cannot own financial authority

The parties also plan to explore AI-based future payment models. No specific agent, product, or authorization design was announced.

An AI system could help prepare invoices, classify a payment, detect an anomaly, recommend a funding route, or assemble reconciliation data. It should not receive unlimited authority to move customer or company funds.

A production design would need bounded permissions, transaction limits, explicit approvals for sensitive actions, strong identity, replay protection, auditable instructions, and a reliable way to stop or reverse the workflow where the payment scheme allows it. A model's suggestion must remain separate from the bank or customer's authorization.

Stablecoin transfers can be irreversible at the blockchain layer. That makes recipient validation, policy checks, and human review especially important before submission, not only after an AI system detects a problem.

6. This is separate from Shinhan's Solana fund proof of concept

Shinhan Asset Management announced a different four-party agreement on August 21 with Solana Foundation, Etherfuse, and Orca. That project will test the lifecycle of a won-denominated tokenized fund, including subscription, issuance, liquidity, redemption, and settlement.

The Visa agreement has a different owner and objective:

  • the Solana project concerns a tokenized investment-fund lifecycle
  • the Visa project concerns stablecoin infrastructure and payment use cases
  • neither announcement confirms a public product or customer availability

Both projects show Korean financial institutions testing tokenized finance before broad rollout. They should not be combined into one product roadmap, and neither proves that Shinhan will issue a stablecoin on Solana.
